For Immediate Release: Proposed Sun City Water & Wastewater Rate Consolidation, Bundling & Increase

It appears that there are actually three issues facing Sun City in regards to water and wastewater:  rate consolidation, bundling and rate increases.  Several Sun City and Sun City West organizations have come together to become further educated on the rate consolidation proposal, more informed about the bundling of water and wastewater districts, and to research the Arizona-American Water Company, Inc. (“AZ American”) applications and supplements filed with the Arizona Corporate Commission (“ACC”).  Stay in the loop with RCSC news alert emails – go to http://www.sunaz.com and sign up today!  If you do not have access to email, information will be provided to the local newspapers for publication.  

Rate Consolidation

Currently, AZ American’s rates are unique for each of its geographic districts.  The existing rates reflect the differing cost to serve each geographic area.  Rate consolidation is the process of packaging a group of geographical districts together and averaging the differing costs for each district into a single rate.  The water districts included in the rate consolidation model are:  Sun City, Sun City West, Agua Fria, Anthem, Tubac, Mohave, Havasu and Paradise Valley.  In a training session held by AZ American on February 10, 2010 on rate consolidation, AZ American stated that rate consolidation would be of benefit to Sun City because of the age of Sun City’s water and wastewater systems, as the cost of supporting this infrastructure would be shared by the other geographic districts in the consolidation.  However, there are serious water issues in some of these districts that Sun City residents are going to pay for if rate consolidation is approved, such as arsenic removal, of which Sun City’s water has so little it doesn’t require treatment.  The current residential wastewater rate is $13.69.  According to AZ-American’s model with the non-consolidated rate increase proposed (see rate increases), the proposed rate will be $19.34 for residential wastewater, however, with rate consolidation the rate would be $36.68, a total of a 168% increase from the present residential wastewater rate.  This does not include the 76.98% increase for Sun City resident’s average water consumption, based on AZ American’s model for rate consolidation.

Bundling

In AZ American’s application with the ACC (Docket No. W-01303A-09-0343) “for a determination of the current fair value of its utility plant and property and for increases in its rates and charges based thereon for utility service” of water, the Sun City Water District is bundled with the Anthem Water District.  Therefore, AZ-American’s justification for the increase includes Anthem Water District which has considerably more water issues than Sun City, providing cost justification in the bundle that is not for Sun City alone.  In addition, with this bundling the increase will either be approved for both of these water districts or none.  Likewise, in AZ American’s application with the ACC (Docket No. SW-01303A-09-0343) the Sun City Wastewater District is bundled with Anthem/Agua Fria Wastewater District and the Sun City West Wastewater District. 

Rate Increases

The Arizona-American Water Company, Inc. filed an application with the ACC for permanent revenue increase for Sun City water and wastewater.  Their application requests a 27.7% increase in water and a 40.8% increase in wastewater.  Obviously none of us want rate increases; however, just simply stating such is not an adequate opposition.  Therefore, those researching these applications will provide more specific information as to what can be used as an effective opposition to these increases. 
Let the Arizona Corporation Commission, the Arizona-American Water Company, and the Residential Utility Consumer Office know what you think and where you stand on all three of these issues.

Back to the issue at hand!

Everyone needs to stand up and voice opposition to this or your Rec Center fees and water rates will increase dramatically!  Those living in condo associations need to voice your opinion against this requested increase by Az. American Water or your monthly assessment will skyrocket!!!!!

The Arizona-American Water Company, Inc. filed an application with the ACC for permanent revenue increase for Sun City water and wastewater.  Their application requests a 27.7% increase in water and a 40.8% increase in wastewater.  Although RCSC has notified the ACC we oppose this increase, stating the fact that we are a non-profit organization that serves and is funded by the 27,931 residences of Sun City, this will have little effect unless the residents of Sun City do the same.  Not only will the residents be affected by their individual increase in water and wastewater, they will also be affected by the increase to RCSC, which will have to be passed on in annual property assessments.  In 2009, RCSC spent $128,440 in water and sewer.  This application by AZ American would increase RCSC expenses annually by approximately $40,000 for water/wastewater.   Recently ACC awarded APS a 10%-plus increase, which will raise RCSC electric costs by approximately $100,000 this year.  In 2008 and 2009, RCSC annual property assessments were increased by 4%; this provided only approximately $350,000 in additional income to RCSC.  The total of the utility increases would be 40% of this additional income and in 2010 there is no increase in annual property assessments to cover these additional costs.  If you want to make a difference and help keep everyone’s operating costs down in Sun City, here is what you must do:

Didn't even know this little vent area for Sun City existed until yesterday. Everybody has to be the new person at least once when joining these things.

As I was reading the exchange between you and what's his name, do you support Anne's efforts to recall the RCSC board because of their malfeasance? The same type of gestapo tactics seem to be cropping up all around us. Azam and the ACC raising rates in SCW without even listening to the feedback. What RCSC did is criminal, and reflects that the entire board has been in collusion towards the end goals of running their private agenda against all of the Sun City residents. What RCSC is doing is going to further decrease property values, as word of what this collective is doing is going to get around.  I know that it would appear to be little solace at this point, but I for one am all for recalling the RCSC board members for what the have done to folks like you, and will ultimately bite us in the shorts as well. (Besides the increased yearly fees)

By the way, I already have my pool as well, just had it resurfaced and it looks mahvelous!

Just because you feel I am well heeled so be it, I didn't see you jump on the SAY WHAT band wagon early in the post. Feel free to send on your increased bills, hope you don't or wont have any need for water in the future when they shut you off for non payment lol lol.

Point is this, Say What always is for himself and screw the rest of us, aka RCSC fees etc because I am paying for two cards yet get 1 and Say What feels that is just great and oh poor us tough crap etc that's the way it is so live with it so be it, when say what pays more i will feel just elated, sorry to wish it upon the rest of SC but, Arizona water is just like RCSC, we can band together and yell and scream but they will do as they please. That is the point i was making.

So, there justlivininscty, may I have your address please? I will need it so I can send all of the additional charges on my water bill, RCSC assessments, restaurant rate increases, and car wash increases, just to name a few, to you. You are apparently well heeled to be able to take an across the board 60% per month hit to the wallet, and think it's funny. Heck, I may even consider putting in a pool now since you have stepped to the plate to cover the costs of the rate increase that all of us will have to bear. With evaporation, I figure that your new out of pocket costs to cover my new pool should be around 72% in July and August.  

I realize that Say What can be tiresome on these message boards, but to wish ill will on an entire community because he gets your goat every once in a while is childish. Defend your point, and the best way to win the battle of the words is not to stoop to another lower level, but respond with integrity.

Whatever your opinion, stand up against this true rip-off for an increase to your water and sewer rate!

It will also increase your RCSC Accessment. Think about it. Water is used by the rec centers.

Even M's. STEWART SHOULD STAND UP AGAINST THIS!

Arizona water is absolutely no different than the RCSC, residents turn out in droves to oppose something and get a deaf ear turned upon them, so why should we think any different, Say What loves the deaf ears of RCSC but hates the fact that she/he will now have to pay more for the water they flush away, hmmm what a double standard that is I do have to say.

Finally something hitting ol SAY WHAT in the pocketbook ahhhhhhhh you dont have my ears on this one, for what one wishes upon others has or is about to get you and i am laughing at you and will be happy to pay my share just to see YOU have to pay as well for something that you shouldn't be whining about, hmmmm sound familiar...

All we can do is try!  American Water is doing this all over the country and sometime it will be stopped! 

Water will be more expensive than oil unless we act.

Well given report.  Good luck with your endeavor to stimulate opposition to your impending water rate increase.  I feel you should know that despite the fact Sun City West followed through with the suggestions you brought forth, the ACC turned a deaf ear to its concerns.  This despite the fact between 500-600 residents wrote letters of protest to a horrendous 66% plus increase to our water rates.  The RUCO consumer arm of the ACC did little to help by supporting a 59% increase, and the ACC ignored their suggestion, too.  I can only assume the ACC is no friend of the consumer, but instead lends its concentration and support mainly to corporate interests.
